I was born in town of Troitsk, Moscow area, in March, 1977 in country of USSR which is now non existed in the world. In year of 1990 I joined our school club ex.UZ3DXB (now RK3B, ex.RK3DXB). That was my first experience to get on air and later then I made my 1st QSO to ex.UZ2FWN (now RK2FWN) to a girl in Chernyakhovsk town (UA2F-region) and to special Event Station OO9O in english language as 1st man in our school club team. By the way, our club leader was Alex N. Zaitzev RW3DZ. Since that time I am really enjoying Ham-Radio hobby so much as I can.

This is my new call RC3C. This call I have since 14.02.2014, and that day I was glad twicely 'coz 14th of Febuary is a Valentine's Day. My prevoius calls are: RK3KPE (1990-1993), RV3DHC (1993-2014), R2AFK (2014). The change was made because a big sector from Moscow area added to Moscow territory in July 2012. And according to our Russian Communication Governance documents regarding new system of amateur radio callsings, my prevoius call RV3DHC could not be prolonged. =( It is history now.
I am living and working in Moscow, Russia. My current occupation is an IT manager (in Russia we call that 'System Administrator') in small IT russian company. We are group of people who give IT services for our clients.

* - CB callsigns for Packet radio
** - until feb.2010.
I am interesting to get on to 6m band. This year I am monitoring 50MHz (6m band) for any propagation via WebSDR from home and from our contest position UF5D. It is nothing to say on that topic - When 6m will be assigned to HAMs in Russia? Once I can tell currently if the Russian Telecommunication Committee remove analogue TV broadcasting from 6m, then it will be assign to HAMs in Russia for experiments and operations. Please, read news below I posted here according any discussions/"tails"/"stories"/news. [TNX KO1DX for asking].
NEW !!! Update on October 2021 There is no news on 50 MHz topic in Russia. Still some discussions between HAMs. [TNX UA1NAN & R9AAA for asking].
Update on May 2021 - Discussions are still continues due to waiting for any news about 50 MHz band to add into russian band scope. According to DX-Cluster we have:
There are no any other news till now. Waiting...... [TNX OZ1SKY for asking].
Update on August 2020 - On August 1st there 9 (nine !!!) television transmitters for 1st TeleVision Channel (TVK) are officially licensed in the Russian Federation to broadcast. NINE, not thousands, transmitters are on as the leaders of the public organization tried to convince me. On January 1st 2020 it was about 20. I think 3-4 will remain by the New Year. Licenses are not renewed and expire gradually. [TNX UA4CC]
Update on August 2020 - In Russian Federation the band 50.08-50.28 MHz is allocated to the amateur service on a secondary basis. The final acts of WRC-19 (World Radio Conference, ITU) enter into force on 1 January 2021, but communications administrations may provide for the provision of spectrum to the amateur service of their countries in the 50 MHz band both earlier and later than that date.....Full document is here https://www.itu.int/go/wrc-19. In addidion from me, there is still a silence about opening 50 MHz in Russia, however some stations in Crimea (calls are R*#K* & U*#K*) could use this band for activity who has SPECIAL LICENSE for 50 MHz (those former Ukrainians who were allowed to use 6m band), activity from other regions in Russia is illegal. Other regions can ONLY monitor for 50 MHz activity. In other addition, please, read full information about situation in IARU-1 with 50 MHz band. [TNX Mike RA3DEM/5B4ALJ, ITU WRC-19, TNX for asking E74UK & DL1YM]
Russian Federation
Pre WRC-19 situation: not allocated WRC-19 outcome: 50.080-50.280 MHz sec
Explanations by monitoring DXSummit.fi DXCluster (I guess right if QSO between spot & spotter exists in real):
Full search could be found by this URL http://dxsummit.fi/#/?include=50MHz&dx_countries=Asiatic%20Russia,European%20Russia.
In the Russian Federation, the use of the radio frequency band 50080-50280 kHz is allowed only to radio amateurs of the city of Sevastopol and
the Republic of Crimea, who had access to this radio frequency band until the spring of 2014 (Decision of the State Committee for Radio Frequencies
of 10.02.2015 No. 15-30-02, Russia).
Report "Analysis of the future use by the amateur service in the Russian Federation of the radio frequency band 50-54 MHz" (in Russian). Translated document by Google is HERE.
Update on January 2020 - Currently (I speaking about Moscow air) we have no analog TV broadcasting, 50MHz band is clear locally. Time-to-time I do hear some signals from stations on 50.313 MHz in FT8. Regading the allocation this band for radio amateurs in Russia is still in progress, that's information I got from our SRR (Soyuz Radiolyubitelej Rossii, Russian Amateur Radio Society) unit.
On 14.10.2019 Russia will complete the transition to digital terrestrial television, according to TASS. Analog broadcasting of Federal TV channels will be switched off in 21 regions of the country. More than 3 thousand of the 13 thousand analog transmitters operating in the Russian air will stop broadcasting of Federal TV channels as part of the latest wave of blackouts. Broadcasting will stop, in particular, in St. Petersburg and the Leningrad region, as well as Sevastopol and Crimea. The shutdown will affect Astrakhan and Volgograd, Orenburg and Saratov regions, Bashkiria and Tatarstan, in Siberia — Transbaikalia and the Altai Republic, and in the North Caucasus — Dagestan and Ingushetia. In addition, analog broadcasting of Federal channels will be discontinued in two regions of the Central Federal district-Kaluga and Kursk, four regions of the North-West-Vologda, Murmansk, Pskov regions and Karelia, as well as in the Chelyabinsk region. Switching means switching off the analog signal throughout the country.
According our Russian Telecomminucation Committee 15 May 2019 in most areas removed analogue TV broadcasting from 6m, and we are available to RX (receive) amateur radio signals on the band as well. So, this time we're wating for any agreement between Amateur Radio Society of Russia (SRR) and Russian Telecommunication Committee for transmitting our singals on 6m (50 MHz) in any mode.
This time we have activity from Crimea (R*7K, R*6K, U*7K, U*6K), it is LEGAL and may accepted to DXCC diploma. But any other (from other areas) activity from Russia on 50 MHz is ILLEGAL / NOT ALLOWED and it does NOT ACCEPTED to DXCC diploma.
According to our Russian Amateur Radio Unit (SRR) "https://srr.ru/radiooperatoram/radiochastoty/" introduction of the project "Accepting 50-54MHz in Russia" in the GKRCh service. Presentation preparation. Speech by the President of the SRR at meeting of the SCRF will take place in year 2021.
At this moment there are no news. Information above can be shared as well. [TNX KO1DX, DF5VAE for asking.]
